Telangana State Government to Release 231 Prisoners on Republic Day

In a significant move marking the Republic Day celebrations, the Telangana State Government has announced the premature release of 231 prisoners, comprising 212 lifetime convict prisoners and 19 non-life convict prisoners, who have exhibited commendable conduct during their time in incarceration.

The decision was formalized through Government Order (GOMs) 2 issued on Wednesday, reflecting the state’s commitment to granting special remission to deserving prisoners on occasions like Republic Day, Independence Day, and Gandhi Jayanthi. This prerogative is exercised under Article 161 of the Constitution of India, vested in the Governor.

Premature release of prisoners has been a periodic practice in the state, with similar actions taken in 2016 and 2020. However, this year’s decision comes after sustained advocacy from various quarters, including public representatives, NGOs, and the families of the incarcerated individuals.

The Telangana State Committee of Human Rights Forum had particularly urged Chief Minister A Revanth Reddy to consider releasing all life convicts who had completed 14 years of service, including remission periods, without specific regard to the nature of their offenses.

Statistics reveal that there are currently 276 prisoners across 14 prisons in the state who have served more than 10 years of their actual sentence (excluding remissions). Among them, six women prisoners have completed 13 years, while nine convicts have served 25 years and 57 convicts have served 20 years.

S Jeevan Kumar, a member of the Coordination Committee, highlighted these figures in a representation to the Chief Minister, emphasizing the need for compassionate consideration in the release of long-serving prisoners.

The decision to release these individuals underscores a balance between justice and reform, acknowledging the potential for rehabilitation and reintegration into society for those who have demonstrated good behavior and remorse during their time behind bars.

As the released prisoners prepare to rejoin society, the government assures support and mechanisms for their successful reintegration, aiming for a constructive transition that benefits both the individuals and the community at large.

Republic Day thus marks not only a celebration of national pride but also a reaffirmation of the principles of justice, compassion, and rehabilitation in the state’s governance.
