The Union Cabinet has approved two major initiatives aimed at enhancing India’s higher education and vocational training infrastructure.

The Union Cabinet on Wednesday approved two initiatives to boost infrastructure facilities at five new Indian Institutes of Technology (IITs) and to augment the capacity of Industrial Training Institutes (ITIs).
IITs
According to a government statement, the cost for expansion of the academic and infrastructure capacity of five new IITs has been pegged at ₹11,828.79 crore over a period of four years from 2025-26 to 2028-29. These five IITs are located in Tirupati (Andhra Pradesh), Palakkad (Kerala), Bhilai (Chhattisgarh), Jammu (UT of Jammu and Kashmir) and, Dharwad (Karnataka). The Cabinet also approved creation of 130 faculty posts at the level of professor in these IlTs.
Five new state-of-the-art research parks are also coming up to strengthen industry-academia linkage, the statement said.
“Student strength in these IITs will be increased by more than 6,500 in the next four years with enhancement of 1,364 students in first year, 1,738 students in second year, 1,767 students in third year and 1,707 students in fourth year across Under Graduate (UG), Post Graduate (PG) and PhD programmes put together,” the statement said.
Further, upon completion of construction, these five IITs shall be able to cater to 13,687 students, which is against the current student strength of 7,111, i.e., an increase of 6,576 students. “With this increase in the total number of seats, additional more than 6,500 students will now be able to fulfil their aspirations of studying in the most prestigious and sought-after educational institutions in the country,” it added.

The announcement for their expansion was made in the Union Budget for 2025-26 by Finance Minister Nirmala Sitharaman. The academic session of IlTs at Palakkad and Tirupati started in 2015-16 and the remaining three in 2016-17 from their temporary campuses. These IITs are now functioning from their permanent campuses.
ITIs
In another decision, the government gave the nod to the National Scheme for Industrial Training Institute Upgradation and setting up of five National Centres of Excellence for Skilling with a total outlay of ₹60,000 crore. “The scheme will focus on upgradation of 1,000 government ITIs in hub and spoke arrangement with industry-aligned revamped trades (courses) and Capacity Augmentation of five National Skill Training Institutes (NSTIs), including setting up of five National Centres of Excellence for Skilling in these institutes,” an official statement said.
It will be implemented as a centrally sponsored scheme as per the announcement made in Budget 2024-25 and Budget 2025-26 with an outlay of ₹60,000 crore. This includes a central share of ₹30,000 crore, a state share of ₹20,000 crore, and an industry share of ₹10,000 crore, with co-financing to the extent of 50 per cent of the central share by the Asian Development Bank and the World Bank, equally.
