Another police officer dies reportedly by suicide days after IPS officer’s death

Another police officer died reportedly by suicide in Haryana’s Rohtak on Tuesday after levelling allegations of corruption against Indian Police Service officer Y Puran Kumar, who was also said to have killed himself on October 7, The Indian Express reported.

Sandeep Kumar, an assistant sub-inspector posted in the cyber cell, was found dead with a gunshot wound at his maternal uncle’s home in Rohtak’s Ladhot road. “Prima facie, it is learnt that he has died by suicide,” an unidentified police officer told the newspaper. “We are investigating the matter.”

On October 7, Puran Kumar was also found dead after he allegedly shot himself at his residence in Chandigarh’s Sector 11. The police had said that he died by suicide.

In a “final note” recovered from the scene, Puran Kumar had named 11 serving and retired officers, including Director General of Police Shatrujeet Kapur and Rohtak Superintendent of Police Narendra Bijarniya, accusing them of caste-based discrimination.

The state government sent Kapur on leave on Monday, while Birjaniya was replaced as the Rohtak superintendent of police on Saturday.

Puran Kumar’s post-mortem examination has not yet been conducted as his family has refused to allow it until Kapur and Bijarniya are arrested.

On Tuesday, the body of Sandeep Kumar, who belongs to the Jat community, was found in a tubewell room, with his service weapon and a suicide note, The Times of India reported. He had also recorded himself in a video, which has since been circulated widely on social media.

In the video, Sandeep Kumar said he decided to end his life because of alleged harassment by a few police officers posted at the inspector general of police office in Rohtak, The New Indian Express reported. He accused them of spreading corruption, harassing officers through caste-based discrimination and committing atrocities against them.

Sandeep Kumar claimed that Puran Kumar was also “corrupt”, adding that “everything was for sale” and that one could “pay money” to get a posting during his tenure as the inspector general in Rohtak, The Times of India reported.

“The day the IG [Puran Kumar] was posted, he checked the caste of each employee in the office and started transferring them… began appointing his own corrupt people,” The Indian Express quoted Sandeep Kumar as saying in the video.

The assistant sub-inspector, in the video, also accused the Indian Police Service officer of using the position of Puran Kumar’s wife, who is an Indian Administrative Officer, and brother-in-law, an MLA, to “cover up corruption through political influence”.

Sandeep Kumar further expressed his support to Birjaniya and Kapur, describing them as honest officers who worked with integrity.

He claimed that Puran Kumar ended his life as he feared his alleged corruption would be exposed, The New Indian Express reported. He further added that an investigation must be conducted into the assets of the Indian Police Service officer and his family members.

Sandeep Kumar also called the protests against the alleged caste discrimination faced by Puran Kumar that led to his death as “dangerous”, The Times of India reported. In his alleged suicide note, he added: “The poison of caste is spreading. Why are you destroying the country for corrupt people?”

The assistant sub-inspector had played a key role in arresting Head Constable Sushil Kumar who would identify himself as Puran Kumar’s personal security officer, The Indian Express reported.

Sushil was arrested on October 6, a day before the Indian Police Service officer was found dead.

Following his death, Rohtak Superintendent of Police Surender Singh Bhoria described Sandeep Kumar as a “hardworking and honest employee,” The New Indian Express reported.

“We arrived at the scene after receiving information about his death,” the newspaper quoted Bhoria as saying. “It is an unfortunate incident. The forensic team were called in and further details will emerge as the investigation progresses.”
