Supreme Court relaxes stray dog ban, sets strict feeding guidelines

The Supreme Court of India today, overturned its previous August 11 directive—which had required the removal of all stray dogs in Delhi-NCR to shelters and barred their return to the streets. Now, dogs will be allowed to go back to their original areas after being dewormed and vaccinated, and in line with the established Animal Birth Control (ABC) procedures. However, animals found to be rabid or exhibiting aggressive behavior cannot be re-released.

The court ordered municipal bodies to establish designated feeding zones where stray dogs may be fed. Feeding dogs on public streets is now strictly prohibited, and authorities have been instructed to install notice boards and run helplines to enforce the rule.

Additionally, all states and union territories have been brought into the case as parties, and similar petitions pending in various high courts have been centralized to the Supreme Court, paving the way for a national-level policy on stray dog management.

The court also required that each individual dog lover and NGO seeking involvement in the proceedings make a deposit of ₹25,000 and ₹2 lakh respectively, within seven days, to continue participating.
