Donald Trump is serving as the 47th President of the United States—and yes, he is already selling “Trump 2028” hats. The $50 red caps, embroidered with “Trump 2028,” are available on the Trump Store website, encouraging supporters to “make a statement.”

Grover Cleveland was the only president to serve nonconsecutive terms—until Trump. Now, the second to do so, Trump is signaling interest in a third run, leaving many asking: Could he really run again? Here’s what the Constitution says about term limits and whether a Trump 2028 campaign is even possible.

Can Trump Run Again in 2028?

Without a constitutional amendment—a process requiring overwhelming political consensus—Trump cannot legally run for president again in 2028. The 22nd Amendment of the U.S. Constitution limits a president to two terms in office, including non-consecutive terms. According to the Ronald Reagan Presidential Library and Museum, George Washington, the first U.S. president, set the precedent by stepping down after two terms. This unofficial limit was observed by every president after Washington, until Franklin D. Roosevelt, who was elected to four terms from 1932 to 1944.

In response to Roosevelt’s unprecedented tenure, a proposal to limit presidents to two terms was introduced in the U.S. House of Representatives in 1947, two years after his death. After revisions by the Senate, the amendment was approved and ratified by the states on February 27, 1951.

The next four years are expected to be the final time Trump can hold the nation’s highest office. However, in March 2025, when asked about the possibility of a third term, Trump said, “There are methods which you could do it.” One such method floated involved Vice President JD Vance running for president and then stepping aside to hand the role to Trump.

Is Trump Planning for a Third Term or More?

Before Election Day, the 78-year-old stated he wouldn’t run again in 2028 if he lost in the 2024 race. In an interview with Sinclair Media Group, he was asked if he could envision another run if he lost to former Vice President Kamala Harris. “No, I don’t. I think… that will be it,” Trump said. “I don’t see that at all.” He added, “But hopefully, we’re going to be very successful.”

Throughout his political career, Trump has made various comments about term limits—some serious, others more ambiguous. In July 2024, while speaking at the Believers’ Summit hosted by Turning Point Action, he told the audience, “Christians, get out and vote. Just this time… You won’t have to do it anymore. Four more years. You know what? It’ll be fixed. It’ll be fine. You won’t have to vote anymore, my beautiful Christians.”

Now with Republicans controlling both chambers of Congress, concerns about Trump testing the limits of presidential power are growing. In a March 2025 phone interview with NBC, Trump was asked whether he’d want another term. His response: “I like working. I’m not joking.”

Just weeks later, on April 24, Trump’s online store began selling bright red “TRUMP 2028” hats—another sign that the idea of a third term, whether symbolic or serious, isn’t off the table for Team Trump.

When Did Trump Take Office?

Trump took office for his first term as the 45th president of the United States on January 20, 2017.

After winning a second, nonconsecutive term in the 2024 election, he began his second term as the 47th president on January 20, 2025. He secured victory over Harris, winning both the popular and electoral vote. In his post-election speech, Trump proclaimed the beginning of a “golden age of America” and celebrated what he called the “greatest political movement of all time.”
