Prime Minister Narendra Modi on Thursday vowed to “identify, track and punish” the terrorists and their backers responsible for the brutal massacre of 26 tourists in Pahalgam.

Apparently addressing a global audience, Modi briefly switched over to English during his public address in Madhubani (Bihar) and said: “Today, on the soil of Bihar, I say (sic) to the whole world — India will identify, trace and punish every terrorist and their backers. We will pursue them to the ends of the Earth.”

Firm stand

“India’s spirit will never be broken by terrorism. Terrorism will not go unpunished. Every effort will be made to make sure that justice is done. The entire nation is one in this resolve. Everyone who believes in humanity is with us. I thank the people of various countries and their leaders who have stood with us,” the PM said in his first public statement on the terror strike.

He warned that terrorists and plotters would “get a punishment they cannot imagine”.

India has, in the past, taken retaliatory actions in the wake of past terror strikes. After the terror strike in an Army camp in Uri in September 2016, where 19 Indian soldiers were killed, India launched surgical strikes across the Line of Control (LoC) targeting militant launch pads in Pakistan-occupied Kashmir. And in 2019, after 40 paramilitary personnel were killed in Pulwama, India hit a military camp in Balakot, its first such strike deep inside Pakistan since 1971.

“The time has come to raze whatever is left of the terror haven. The will of 140 crore will break the back of the masters of terror,” the PM said.

Modi had cut short his two-day Saudi Arabia visit to return to Delhi on Wednesday and straightaway presided over the Cabinet Committee on Security that decided to take a a number steps to downgrade diplomatic relations with Pakistan.

G20 briefing

Hectic parleys and top-level engagement continued in the Capital on Thursday, with Foreign Secretary Vikram Misri briefing envoys of G20 countries and other nations on the terror attack. Top diplomats, including those from the United States, the European Union, France, China, Russia, Germany, Italy, Qatar, and Japan, were seen arriving at the Ministry of External Affairs located in South Block. Home Minister Amit Shah and Foreign Minister S. Jaishankar called on President Droupadi Murmu to brief her on the terror attack.

Significantly, US Vice President JD Vance, in his statement before leaving India, said: “We’re providing whatever assistance and help we can provide to the government.”
